Yes, people will multiple register, but...

But it is a hassle... they have to have a new anonymous email account, then register, then post their nonsense, then get banned after 4 or 5 posts, then do it all over again.

Only the most determined troublemakers make it past 8 or so identities before it gets too aggravating and tedious to cause mischief.

Then they usually are gone for a couple months, and some drunken night they decide to come back and do it again, get banned again and then disappear for a while.

After about 4 or 5 of these cycles, which last about 1.5 to 2 years, the troublemakers either get bored or grow up and find other ways of wasting their time.

... in other words, the registration does a pretty good job of keeping the boards clean.
