what are the chances of .....

A goal being scored in the 1st 10 minutes of a premier games.
P power are offering a refund on your losing bet if a goal is scored in the 1st ten minutes.
Is it 1 in 9 which is 10%.But i dont think it is linear as more goals are scored towards the end of a game than at the start.
I would think maybe a 6-7% chance?
