when they say, "not to raise preflop as you want to see the flop as cheaply as possible"
is that they're assuming in a game like the one you've desribed that people are going to call your raises ANYWAY.
Basically- in that case- all that raising is doing- is increasing your variance.
They're trying to make it easier for you- because most of the tough decisions you typically face is when theres a lot of money in the pot-
and you dont have a well defined hand (that is- it doesnt mix well with the flop). For example, AK when the flop comes 973.In any case- i dont think the advice is wrong- but of course its entirely context dependent.
