When to enter a pot

I am just starting to learn Texas Hold'em and saw a site called www.lowlimitholdem.com. Now the hands that this site says to enter a game with seem to be very loose compared to advice on other sites i have seen.

Is it ok to enter with lesser hands for low limit games?
I played the 2$/1$ game at pacific poker and it did seem that most players will enter with garbage hands.
Although another site says that if the game is loose then play tight.

So i am confused?Should i enter with lesser hands or play more consevative in low limit holdem?
