How do you read betfair? David Chiu will win

In Response To: Who will win the WSOP (Stingray)

Betfair matches bids and offers for bets? and takes a commission? so one may place a bet and it may/may not get filled?

I went there and frankly was confused in how you read +8900 for each of them.

Does vegas have lines posted on WSOP? If so, what's the limit?
