This comes from the fact that some bookmakers have come out with handicapped lines for the games with only two choices. If the line says say Paraguay -.5 +100 and South Africa +.5 -110. You would win on a tie if you bet on the S.Africa -110.

I recently found that with Argentina-Nigeria, Argentina was -167 in the three way but -145 with -.5 goals meaning a large savings. Beware of -1 and -1.5 results. At -1 if that team wins by 1 goal the bet is refunded (also if it says PICK, in this case returned for a draw).

I love these little contradictions. It's like at WSEX, England was 10-1 but on there 1-pay market Englands cost 7 meaning almost 13-1- And you can hedge it later on.
