...ie to post picks which exceed "break even" odds at time of posting so that the punters can wait to start time to see if the odds are in fact available on the tote

of course if you adopt this approach then when scoring yourself you should use the post time odds as the benchmark ie if a pick is no longer available at start time, it is not counted as a pick, and if the odds fluctuate (although not below your posted "break even") on a winner then you use the post time odds to calculate your winnings for record-keeping purposes...
