It's not the pitch speed so much as it is the illusion which the delivery creates--you say as much in your entire post, but then you revert to form in your last sentence or two. Seles curveball, is indeed 10-15 mp/hr slower than his fastball but the illusion that his delivery creates has the hitter's PERCEPTION reeling.

The best pitcher's pitch according to " feel " and not science--and hence they're born and not made. Maddux, for all his limited physical abilities, has a tremendous feel for the craft, which could never be taught. I think the progression of a hitter's developement is much more learned and is somewhat more a product of experience and getting the opportunity to see varieties of pitches over and over again-- which is not to say that the incredible timing and ryhtym in the really superior hitter can be taught. But no one can ever tell me that Pete Rose or Wade Boggs was a " born " hitter and that comparable achievements from a pitcher with similiar god ( lacking ) abilities are out of the question. You can not will yourself through shear practice ( or the addition of a new pitch ) to ever be a superior big league pitcher.

The heavy, as opposed to the light ball, has as much to do with how you hold the ball in relation to its release point--in terms of your total body movement--as much as anything. If I hold the ball with two seams and shorten my stride toward the plate so I release the ball sooner, instead of later, in relation to the following weight of my body, the ball will have a tendency to have a viciously heavy sink to it. Remember Bob Stanley--he had a rather short strided humpbacked delivery, and so his ball would corkscrew rather severly downward and toward a right handed batter. Contrast this with Seaver's delivery in which he released the ball late ( because of an unusually long stride and leg thrust ) in relation to his total body movement, and hence, his four-seamed held ball would have a hop on it as it went through the hitter's zone.
