Are faltering teams bad bets at any odds?

My estimate of prevailing market lines are:
Dodgers 6-1 (I quoted 18-1)
Cubs 4-1 (I quoted 5-1)
and
Atlanta 3.5-1? (4-1 number I quoted has been available at one book for a while, and I've now found it at another out, but many shops are still stuck at 2 or 3).Dodgers 6-1, Cubs 4-1, Braves 3-1 are probably all bad bets, which would lead to an overall vig of about 12%.
Are you sure that the higher odds quoted are really 20% vig odds?
