This same scenario almost played out last year (or was it the year before?). In your example, Houston would be the wild card. Arizona and San Francisco would have a one game playoff to determine the division champ. Loser goes home. The reasoning is that the playoff loser now has a record that is one-half game worse than the other wild card contender. Sounds to me like the reason is "we ain't got time for a bunch of playoff games before the playoffs".
