You nailed it, James. The following is based on NL data (including interleague games) from 98-00. For lines of 7.5 (233 games), 5 or fewer runs were scored 33%, 6 runs 8.2%, 7 runs 10.3%, 8 runs 6.4%, 9 runs 12.0% ad 10 or more runs 30.0%
For a line of 8.5 (821 games), 6 or fewer runs 27.9%, 7 runs 11.8%. 8 runs 7.2%, 9 runs 10.8%, 10 runs 6.3% and 11 or more runs 35.9%.
And for a line of 9.5 (640 games), 7 or fewer runs were scored 36.6%, 8 runs 6.9%, 9 runs 9.2%, 10 runs 6.3%, 11 runs 8.3% and 12 or more runs 32.7%.
Ties kill you when the line is on a whole number-especially when that whole number is odd. (Games ended with an odd number of total runs scored 59.8% of the time using this same data.)
Hope this helps. Good luck!
