Especially if you have a change of QB, Kicker, or multiple starters at other positions. 6 of your starters play both ways. 4 more players are one-sided, split between offense and defense.
If a team loses 2 starting lineman, that changes 50% of its pass rush, and pass blocking. If a team keeps most of its 10 starters (11 including the kicker), expect them to do better than last year.
If you have a returning team with massive turnover (like Colorado this year, or Carolina last year) you can expect them to do as bad or WORSE than an expansion team. Expansion teams at least get to "loot and plunder" from other teams during the dispersal draft. Last year, Carolina offered the league minimum to its team, and only 3 (of its worst?) players came back. So it had to fill 21 spots with free agents.
